President Biden Fiscal Year 2025 Budget Proposal Released

President Biden released his on March 11, outlining the Administration’s priorities for the upcoming fiscal year, including amounts to fund environmental health programs at the (CDC), (FDA), U.S. Department of Housing and Urban Development (HUD), and U.S. Environmental Protection Agency (U.S. EPA). This step is the first in the appropriations process; the House of Representative will make funding decisions in response to the Administration’s budget before sharing their FY2025 budget with the Senate. Only after both houses of Congress agree to the FY2025 budget will it be returned for President Biden’s signature and final adoption.
The FY2024 appropriations package () was signed on March 9, 6 months after the October 2023 deadline.
CDC
The budget requests $9.683 billion for CDC in FY2025.
The National Center for ŔÖ˛Ą´«Ă˝ saw its budget increase $20 million for a total of $267 million to support environmental health activities. The additional funds are to cover activities regarding:
- Climate change and health: $20 million (an increase of $10 million)
- Childhood lead poisoning: $61 million (an increase of $10 million)
The National Center for Emerging and Zoonotic Infectious Disease received a $780.8 million request, which is a $30 million increase. The budget proposal includes increases for the following programs:
- Antimicrobial resistance: $10 million
- Wastewater surveillance: $20 million (was previously supported by COVID-19 supplemental resources)
- Epidemiological and laboratory capacity: $40 million (level funding)
The Agency for Toxic Substances and Disease Registry remains flat-funded at $85 million under the budget proposal.
FDA
A proposed $7.2 billion budget for FDA is being requested, which includes $3.5 billion in user fees. This increase is 7.4 % more than in FY2024. A vast majority of this budget goes for the registration and regulation of medical drugs, with a smaller amount (approximately 1.2 billion )allocated for food safety.
The proposed budget does request a $15 million increase to strengthen and modernize FDA’s capacity to protect and promote a safe and nutritious U.S. food supply. Further, $12.3 million is dedicated to improving supply chain disruptions and to support supply chain resiliency. Additionally, $114.8 million of the proposed budget would support the “public health employee workforce” within FDA, though the agency did not specify how much money would go toward food operations.
HUD
The proposed budget requests $72.6 billion for HUD in FY 2025, a 0.7% increase from the amount HUD received in the FY 2024. The Office of Lead Hazard Control and Healthy Homes received $345 million in FY 2024 and should about the same in FY2025.
U.S. EPA
The proposed budget allocated $10.994 billion for U.S. EPA, although it is unlikely that Congress will fully fund U.S. EPA at this amount. This budget seeks to backfill approximately 2,000 U.S. EPA staff positions that were lost over the past several years.
The Office of Radiation and Indoor Air would receive $160.9 mission for FY 2025, which would include 374 new staff positions. The Radon Program would receive $5.3 million and the Indoor Air Risk Reduction Program would receive $47.8 million.
The Safe Drinking Water Program is slated to get $3.436 billion in FY 2025 under President Biden’s proposal. The budget provides $594.6 million for the Chemical Safety Program. The Lead-Based Paint Risk Reduction Program would receive $14.6 million.
